During the first cycle of its UPR in 2010, Belarus supported a number of recommendations relevant to artistic freedom of expression. It supported, inter alia, the recommendations by Switzerland that it the respect the provisions of the International Covenant on Civil and Political Rights and the Convention against Torture and that it guarantee freedom of association and expression for all citizens, including the press, human rights defenders, political parties, civic organizations and trade unions.
